I found "something" -- not a full listing, but my old Michel Eastern Europe catalog shows sample pictures (including an imperf souvenir sheet otherwise identical to this set), under the heading "Issues for Polish Bases in Germany and Italy". It states that these were issued under "private initiative" and that listing them in a catalog for all of Europe "is not possible".

Probably issued by the Polish Resettlement Corps in Italy, 1946. The Resettlement Corps was created by the British Government under the auspices of the War Relief Services (NCWC) in May 1946, and was tasked with processing the some 300,000 Polish soldiers in the western sphere of liberated Europe.
