I knew I had seen them before
They are Iran postal tax stamps. They have several watermarks to identify more specifically

scott# RA-1, RA-2, 1950 YEAR,

The last two appear to be used on telegraphs-see note in scott cat.

So, coffee..check..breakfast..check..
Here's what I know about your stamp..
1914-1923.Ahmad Shah Postal Cards.

You cut square must be thicker paper than normal stamp paper thickness. So that makes it a cut square, imo...of course windows update..I'll post photos in a few..dang updates..
