Hi Collin - sorry for late in replying. There is a simple solution - if you have a mobile with camera feature you can attach it to your PC through the supplied USB cable and activate the movie/video mode of the camera without actually shooting the video. Just place the stamp on a dark surface with good light from above and place the camera lens at the right distance to view the picture on your monitor.
If your TV has a USB port then this could be done on TV screen.

Tom's camcorder story on another current thread brings up in my mind a question about the best way to look at an enlargement of a stamp on a big screen. (I'm thinking TV screen or big monitor.)
If I could go through a stockbook and instantly slide a stamp into/under something, that would be ideal. If I had to scan a stock page and deal with the images that way, that would okay, but second best for what I'm imagining.
