I would say that it is Molalla, but that is in Oregon. The state abbreviation looks to be NES not WIS. I'm unable at the moment to find anything similar.
EDIT. Found this on ebay, Maybe the cancel on the one you show has been damaged at some time.

There is an Ogallala, Nebraska that comes kind of close.
