General Philatelic/Identify This? : New Zealand #31 or ???????????

In Checking this stamp (illustrated as "A-1) , the choices are many. I believe it is a New Zealand #31 based on watermark 6, and legible perforation (lower perfs) of 12.5. The other borders are rough, and could be confused as rouletted. My photo turned out fairly well as to detail/coloration. I would describe the color as Reddish Brown, but #31 is Vermillion. #31a is "Orange," and #31b is an odd combination: "Pale Orange and Vermillion." It has both a hand cancellation and pen cancellation dated "2/11/64." So, given the color choices, listed etc.,Image Not Found
I am seeking input from other collectors as to a consensus of opinion on classifying this stamp.

Your description doesn't help anyone not using Scott, but my best guess would be SG111, 1866 Pale Orange-Vermilion, perf 12½. It's fiscally used, and I think the manuscript is 2/1/67
