It's hard to imagine the USPOD marking a business reply piece in this fashion, and what test would this Isbell person be running? But Brooks might be interested in speed of return, location of person returning, and the like, for marketing purposes.

H. C. Brooks was a medical device or appliance company. Theey sold an item to support a hernia or rupture.
The "TEST" probably indicated that the envelope had included a testamentary letter about the use of the device.
It appears that the green date stamped at the top is in the same ink as the word “test”. Looks like it took three days to travel through the mail stream. No idea why that would be important or what the ink numbers/word above and below “test” would mean - some internal company code perhaps

Item 1, advertisement from 1944
Item 2, another from 1917
Next, one with a "TEST"amentary letter
Finally, they advertised INTERNATIONALLY.
I did not include the direct links as these will not be there long, but I suspect that five years from now, a collector can make the same search and find similar listings .
