First I will note my priority is salvaging mounts to be reused, often because I have decided to redesign a custom page. I try hard not to remove mounts on pre-printed pages.
I have found that if you use the glue on the mount (i.e., you wet the mount and stick it to the page) getting it off without damaging the mount or the page is a losing proposition. So I at first tried only wetting a small part of the mount. That works OK and as I said I try really hard to not remove mounts or hinges for that matter.
But if I am using mounts on a page that I may change (custom pages), I find that using a glue stick lets me control how much adhesive goes on the mount better than trying to wet just a portion of a mount. And removing a mount, I use a bone folder gently. It is not perfect but with a little scraping of the back of the mounts, they are pretty clean and reusable.
On pre-printed pages, removing mounts even if they are carefully applied typically damages the printing under the mount to some extent.
Your mileage may vary but this is what I have learned over the last five years.
For mounts I attach, I use a glue stick rather than licking the mount's adhesive. They will peel off easily. The adhesive is more like a Post It note but more durable. It also gives more time to properly orient if you get it wrong the first time.
I have no advice to remove mounts when the back was moistened except go slow.

What is the best way to remove mounts from album pages if you want to minimize damage to the pages and reuse them?
My first thought was to get a razor blade behind the mount and slice/wedge the two apart.
