According to my old SG commonwealth catalogue the 16 cent stamp was script ca as you state, but there is a variety for the chalky paper in that it actually has St Edwards crown, which was inserted into the dandy roll where a space had been created because a script CA crown had fallen away at some point.
However none of the stamps should be missing a watermark of some description. It is only the chalky paper that has this wrong crown error.

Have you tried a watermark fluid, it will give a better result than just a black surface.

Edit. Are these the same stamps you asked about back in February, as we were not able to help much then either.
