I've checked the whole BOB Japan section in my catalog, its not there! (A revenue section, that is!)
Michel or yvert et tellier? (I don't have these...)

The only information I have is that it is a 3 sen tax stamp from the Meiji period, 1868-1912.

Doesn't seem to be in Forbin, which covers through 1914.

As far as i know this is a general revenue stamp from either 1924 or 1937 (depending on the watermark)
Japanese revenues can almost always be identified but the characters that look like EP

That stamp on Delcampe has an ambitious / optimistic price tag for a stamp that is both common and quite damaged!
