I have a use for this...
I make similar Steiner conversions manually using LibreOffice Draw but have not done the border.
I also use the character spacing command to increase intercharacter spacing especially in title plus I add a page number that helps with storing page scans.

I have recently developed a system which will enable collectors who have access to Bill Steiner's album page pdf files to print pages compatible with a Scott International album. You will need a wide format printer to print the 9¼ x 11¼ pages. You can use Scott International blank pages which cost about $.50 per page plus shipping or you can purchase you own paper, trim and punch holes to specification. I have two versions of the script. One creates pdf files with borders and the other without borders (for use with Scott International blank pages). The font is modified from Helvetica to Palatino Linotype which is very similar to the font used by Scott. The pages are designed for two sided printing with different binding offsets for even and odd pages. The script uses two free open source programs to manipulate the pdf files cpdf and ghostscript. Sorry, but the script is only available for the Windows OS.
If you are interested in receiving a copy of the script and instructions send me a message. If there is interest, I can also make a version for Minkus or Scott Specialty.
Here is a comparison of the Steiner page and the reformatted page.
