I believe to receiver of payments has the option to only accept or pay friends and family. This is to avoid paying any taxes on the transaction.

With me PayPal won't let me buy in Australia or France. Very annoying!!
This has been a problem for a while now. I tried to buy from an Australian dealer several months ago and PayPal wouldn't work, France was a problem a while ago as well. I have no problem with the Netherlands and several other European countries. Mexico is not a problem and neither is South America. In a way I'm glad it's just not me!
EDIT: Maybe it's a Nova Scotia thing!
EDIT #2:
"I could transfer money by choosing the seller as a friend."
You don't belong to Facebook??? Then who the hell have been exchanging messages with the last three months, and how can I get my $10k back?

I honestly don't belong to Facebook so, unless your messages are coming through my email, there is no way we have been corresponding that way!! I do get e-mails from you occasionally and messages through here, but no Facebook.
Joe....slap/slap....it was a joke
Joke, what joke?
Don't worry Harvey, in this "civilized world" I don't have Facebook either.
Cheers,

You are not alone.
When I started on this internet thing I joined Facebook. Within months I stopped and never went back.
Harvey, reread the posting, it's not $10!

Sorry, my bad!!

How would SOR be involved if you bought on Ebay?
His SOR purchases were unsuccessful by Paypal, his Ebay purchase was successful

Thanks for that Dave! I guess @1899 needs to read the original post!!
Actually the whole thing really makes no sense. Why should it matter what the source of the item is? Using PayPal should have nothing to do with where the item is sourced! The only thing I can think of is that it depends to a certain extent how the seller is set up to receive payment.
I believe the issue with my paypal purchaces has to do with specific countries that paypal refusesto follow though on actual sales.
Cuba was one that years ago US paypal refused paying for purchases. This purchase was from Uklraine.
My sending money went through when I used the friends and no call for a purchase.
The purchase is tracked and on its way. Maybe it has something to do with countries sending mail to Canada but not the US
I`m not sure .
Cheryl

My two problem areas were Australia and France, not quite the same as Cuba ( no offence intended to the country ). I don't remember if I have bought from Australia outside of SoR, all I can say for sure is that Australia was a problem through SOR, as was France. Maybe it depends on how the seller is set up to receive payment. it's way too small a sample size to know for sure. I hate to put this to the test but maybe the next time I see an item I want from these two countries on SoR I should give it another try, you never know!!
Has anyone else had issues with paypal not allowing its use to purchase stamps from certain countries? Ukraine was off limits for me tonight to pay for a purchase of stamps
I could transfer money by choosing the seller as a friend.
