My information suggests you are correct. Proceeds from the sale of these stamps was for the railway employees mutual benefit fund. "Beneficia" stamps or labels from Spain were not official postage stamps issued by the Spanish postal service (Correos). They were issued by organizations for worker welfare funds. Therefore, while "beneficia" stamps may be collected as philatelic items, they were not valid for postage in Spain. If you intended to send mail, you would need to use official stamps issued by Correos.
