Yep, I see it too!
A lot of central, and southern american, & caribbean countries, hap a surplus of stamps, and the only ones in demand, were Air-Mail stamps for tourists. (Primarily mail to the US...)
At least, this is what I see with my Colombian stamps. (the country)

Costa Rica did issue stamps between 1949 and 1953, but you don't see them in the catalogue because of Scott's unfortunate tendency to segregate the airmail stamps from the regular issues. Honduras issued airmails exclusively in the years between 1948 and 1984, and still issues them today.

My Scott 2011 catalogue for Costa Rico shows stamp #256 for year 1948, but then skips to year 1953 to show #257. There are no issues shown for the years 1949-1952. The next issue then starts with years 1955-1956. There are no issues for years 1943-1944. It then proceeds to skip years on and off.
Am I missing something?
EDIT: I did notice that there were airmail stamps issued for those dates, but no regular issues.
