I fully accept the fact that this is a mint stamp with the gum removed, and I believe this is the accepted use of the term "unused".

if by grade, you mean the Scott system for classifying its centering, i might give it F-FV, or, if I'm feeling uncertain, just F. The perfs are not perfsect, but nearly so. The hinge is not a traditional gummed glassine, so I can't speak to that.
if you're referring to the grades given once a stamp is encased in an ASG holder, i have no idea of how that numbering system works, and no interest in it, to be honest.

It is just the centering that brings it down to fine, not uncommon at the time that it was printed. A very nice example!

The PSAG includes all the following in its grading system (which is numerical, unlike Scott's letter system):
CENTERING | COLOR | IMPRESSION | PERFORATIONS | CREASES | THINS
TEARS | TONED SPOTS | STAINS | NATURAL PAPER IMPERFECTIONS
PERFORATION DISC INDENTATIONS | CANCELS | GUIDELINE MARKINGS | GUM CONDITIONS
