This is to discourage any mail that can't go through the automated cancel machines which vary from decent to almost as bad as a Sharpie.

But now they can manage the maintenance on the equipment when it breaks.

I received two envelopes yesterday. One from the United States and the other from Denmark.
The one from Denmark is neatly cancelled.
The red label translation is "Please stamp for collector's use"
The envelope from the United States is cancelled with a pen.
Quite the difference in cancelling the stamps.
