


The color is gray, and the surcharge over print is shifted and low. It also has a cut and manuscript cancel. What else am I missing?

P.S. This would be a great stamp to carry over the color ID thread. I 'll give it the color shade variety name of storm cloud white instead of gray.

I do not think you are missing anything.
My concern is the first printed image is almost gone.
The second image of the over print is normal.
The cut cancel was IAW Treasauy Direction dated Dec 1899. (my discovery).
What do you think happended to the first image printed image that made it almost disappear?
I don't have the foggiest idea. My guess would be that it was poorly inked with a bad batch of ink to begin with.
