Wondering what this extra line to the left of the stamp design would be.... It looks like the joint line is visible in the perfs - is the line with "colors" something else?

There's a fair bit of philatelic terminology I am not familiar with. Is this sort of like the "stop light" shaped circles that show up in the margins of Canadian stamps or is it something totally different. A Google search didn't help much!

Joe, Possibly it was meant to be inking anomaly. It almost looks like a paste up coil stamp.
