They are indeed relief breaks.
Here are a few of my 220a & 220c allong with a possible cap on right 2. It may just be an underinking.

Ok, for a question I've had for many years, but could not confirm or confirm: Was the matser die for 220 transfed to the BEP and had triangles engraved for the first issue by BEP for the 1894 issue? Do you know anything of this?
Looked in my dupes and found 24 examples of 220a (cap on left 2) and 220c (caps on both 2s).
My guess is these caps are relief breaks.
