1899 in this case, it is from the bottom row of a stamp sheet, with the top cut flat, and the sides messed with to look to have straighter perfs.
Is a fake, and should tell the seller.

I disagree that this is a manipulated margin copy. This series is known with several types of private roulette perforations.

This one is out of my wheel-house, never seen an old duck like this one before.
I'm sure if I made a guess that I would be wrong hense asking for help.
My guess this is an imperf. that somebody tried to make into a part perf.?
Would any body here on sOr want to make a guess?
