I have just received 2 $25. EBay Orders where I clearly specified FREE Shipping (just a few Stamps in each Order). EBay charged the Buyer $7.03 FEDEX Economy Shipping for the 1st one and $8.01 USPS Priority Shipping for the 2nd one. The Buyer for the 1st one was UPSET (understatement) - took a phone call to settle things down. Is EBay committing fraud, as I suspect??
An X EBay employee tells me that EBay contracts reduced Shipping rates with USPS, FEDEX, and UPS and then bumps up the "requested" Shipping method when they don't reach their dollar goal to qualify for the contracted reduced Shipping. Makes total sense, but slimy and illegal. Thank you for your comments.
