I am not sure about the history behind this overprint, which appeared in 5 variations beginning with the 1939 Scott #30.
It features the arabic letter 4 or some variation of it boxed in a frame of different dimensions:

I have always been curious about theses surcharges and would appreciate any information.
The Scott numbers are: 1939 : #30, 1945-1948: #44-48, 1949-1951: 44a-47a, 1949-1953: #59-67, 1951: #82, and 1955-1957: #86-87
Collecting these stamps is a challenge. While not generally expensive, they are elusive, seldom listed in auction sites, and subject to id errors. Even Steiner has his printed pages with errors (the caption for the 1946 stamps as well as the size of his boxes).
Pricing seems to be all over the board, but if you can get them at Scott listed prices, you are doing really well.
It took me 10 years to finally be able to purchase the last set I was missing (Scott #59-62), (I ended up buying it as pairs) and I had a cold sweat as the delivery took 5 weeks from France in a tracked letter! Seems like the customs office sat on it for some unknown reason.
Here are the pages showing the complete sets from my collection. Anyone else collecting these, I did get a duplicate set of that elusive last set I searched for so long , and I also have a few extras.
