I Have a question for you. Why is the background of the stamps BLACK?
Is this a copy of the certificate or what?

What you're seeing is a cover. These were sent out by the organizing committee of the Ostropa Exhibition. The black is printed on the cover. So you're not seeing the souvenir sheet, just the block of four from it.
The black box is the size of the sheet, and I believe it was to mark the placement of a sheet on the envelope. But I do not know that with certainty. These sell for far less than the complete sheet. Though my 2017 Michel lists the first-day cover at a considerable amount, a check of sold items on ebay suggests that the amount noted by Michel is wishful thinking. There is, however, only one sold example, and one should probably not generalize from the one sale.
