A 1mm in each direction size difference should be immediately obvious if the stamps are side by side. A decent mm scale will also clearly show a 1mm difference, as long as it is not one of the plastic ones with measurement markings nearly a mm wide!
Invest in a good, metal metric ruler. Available on Amazon for $6-8 https://www.amazon.com/s?k=metric+ruler+ ...
Without the ruler, if you need a place to start, find a couple of copies dated by the cancel. The sets are basically 1953 - 1968 and 1968 on. Find one in each range and compare them. There's your reference copies.
Hope that helps.

In addition stay away from paper ones!
Thank you for the response. Tom
I've been meaning to pick up a decent ruler with mm. I was thinking I would look at a plastic one thinking it would be better if transparent.
Clear plastic rulers needn't be bad, you just need to pay attention what you are buying. Best might be a shop that caters to college and university students.
As for the Italian stamps, you don't really need a ruler unless they are all of the same sort, and you haven't got anything to compare ;-) The difference in image size is rather striking.

Hi, I have been collecting over 55 years and have a fairly advanced collection and recently was given many old Italy stamps. In there were hundreds of the coin stamps that have a small and large version. The perfs are the same and it is so close size wise that I cannot tell if they are in the 673b-687 scott range or 998a-998w range. Any ideas? Thanks, Tom
