What I have found is a black print souvenir sheet of the 1964 Republic of China (Taiwan) set (Scott catalog #C65-C67). The values have been crossed out, so I think that this item was not valid for postal use. I have not found any information on this sheet, but it might be from some stamp exhibition. Perhaps the answers I seek are in the Chinese inscription across the top of the sheet? If anyone has more detailed information please let me know. Thanks!
