



Pre-paid, in a sense, but more like "pre-stamped". They appear to be "cut-squares" from postal cards, postal stationery with an imprinted stamp or indicium signifying the prepayment of postage.
Postal stationery, which includes both postal cards and pre-stamped envelopes, are sold by postal authorities. Postal cards are used just like picture postcards, which of course aren't generally issued by postal authorities. Postal stationery stamps have little commercial value if they have been cut from the postal card or envelope. The primary advantages of postal stationery is that the buyer doesn't have to bother to afix postage stamps, or buy postcards or blank envelopes.
