The note at the start of SG's Hong Kong used abroad listing for the leased territory of Wei Hai Wei shown by Vic mentions a private local post.
This local post issued four stamps in the period 1898/99 and these are listed by SG in their China Catalogue in the section for Municipal Posts of Treaty Ports.
There is a note saying they list them there even though Wei-Hai-Wei wasn't a treaty port as the stamps are often collected with the treaty port issues.

Barefoot's British Commonwealth Revenues catalogue lists seven George V revenue stamps issued for Wei-Hai-Wei so I suspect that one of these is your friend's stamp.
I see the first five of these are listed and shown on Colnect.
Barefoot notes that the other two are surcharges on two of these and that their status is uncertain.
Thanks Nigel. Good information. I was rather blown away today to learn of a postal entity, I'll call it a country for want of a better term, that I'd never heard of. It was rather fun.
So, we should add it to the Stamporama system, because it is not there at the moment. To my way of thinking it should go under the "British Commonwealth and Colonies" Category. Does that sound good to you all?

I agree that it's fun when an obscure stamp-issuing territory like this turns up. 
That's a very useful Wikipedia article with good maps and images including a George V 10 cents/3d Wei-Hai-Wei revenue stamp.
The British Commonwealth and Colonies category sounds appropriate to me.
Vic's scan highlights one thing that I believe the SG Part 1 catalogue does very well, identifying a lot of "used abroad" stamps.
SG seems to have been adding more of these over time so for example there are some very interesting India "used abroad" stamps used in Africa and the Middle East.
SG uses a "Z" prefix for these stamps' catalogue numbers.
The country of Wei-Hai-Wei is now setup in our system.

I was at the Northern Philatelic Library today and one of my friends there was showing me a picture of a George V stamp from Wei-Hai-Wei that he had just bought. Now, this was all a surprise to me as I had never heard of Wei-Hai-Wei. I can't find it at all in Scott or on Stampworld. It is not a country that we at SOR have in our system.
So, can anyone tell me:
1. Does it exist in Scott? Am I just looking in the wrong place?
2. What is the best catalog to use to find information on it?
If anyone is interested I looked up Wei-Hai-Wei in Wikipedia and it was a British protectorate on a peninsular in China between 1898 - 1930. Here is the link to the Wikipedia article
