I agree with Joesm, I think the stamp has scrapings on the surface, I have seen many like this. In these cases, the seller must be clear in the description, they believe that mentioning "As per scan" is enough, but no!

While I think scuffing is more likely, another possibility is that some dappled sunlight bleached the stamp in the places where it shone on the stamp.
Smauggie, I hear ya. some type of discoloration maybe. To me, my first thought was that it did not look scuffed.
Or during the soaking process little bits of paper remnants floated around and were not properly rinsed off - ask me how i know.
I have to go with Webpaper. It appears it may be bits of paper on TOP of the postmark at lower right?
Here are two images of stamps (Scott 495) up for bid now on Hipstamp.. the first stamp shows some areas that are either scuffed or could it have possibly been under inked? obstruction on the plate?
Anybody know what's going on here?
