The stamp design is from the 1972 20th Summer Olympic games set held June 1st to Aug 20th in Munich, Germany. Michel #4020-4024, and S/S #4025 (Block 77). The values in the set are 4k, 6k, 10k, 14k and 16k, with S/S 50k. Your sheet depicts the 14k value obliterated with sheet value 15k. So postal use is invalid and I would suggest a souvenir sold at the event.
