First time I see no "help" about this card with stamps!
Could you give us a better scan of just one stamp, it's a bit blurred and not easy to distinguish the characters.
Ok, with a bit of searching I think they are Soviet occupation stamps (DRK Scott #1, 1946) issued originally in '46 and reprints later, maybe these were like a souvenir card of the reprints, although the reprint according to Scott was a yellow green.
Edit. Looks like there is some sort of roller cancel across the stamps, so maybe a souvenir for tourists.

Indeed, after you directed me to DRK, the stamps on this card are a copy of #1. It seems to be issued as a souvenir or celebration for first stamp of DRK.
I have following "stampcard" from Korea.
Is the stamp shown in Scott?
