As the crown is there, albeit towards the bottom left corner, I'd say the sheet was misaligned or maybe the watermark wire was broken or missing.
Adjusted image below shows the crown slightly better.

The watermark is really obvious if I step back from my large computer display. On a cellphone, it should be very clear, or at least very clear for an unclear image!

I used ImageSleuth, which is free and cross-platform - Windows, Linux and Mac
I cheated a little and scaled the resultant image down a bit, because as Bob has noted reducing the size can improve the clarity.
ImageSleuth is an enhanced replacement for retroReveal.
To use it at its most basic, one simply opens the image, the program generates 75 thumbnails (depending on version), and one can pick the best-looking result.
If desired, one can fiddle with the brightness and contrast, or use one of the other tools it offers.

The below should be watermark 1 (crown and CC) on a Bermuda 17. Is it from the corner of a sheet and everything was just shifted down and left? The CC isn't there. I don’t see margin marks listed anywhere for British colonies.
