I don't think this was issued by the Venezuelan post office. The perforations around the block of stamps look off.
The inscriprion "Un recuerdo espon taneo" means "A spontaneous memory"
And "no es del gobierno" means "it's not from the government".

Can anyone give me any information on this piece as I don't speak Spanish. I suspect that it is probably a souvenir from some stamp show.
