No. The underlying stamps are, but see the note after #234 in Scott. (Hidden at the top of the next page in my catalogue).
They are, in order:
Great Britain - Offices Abroad: 437 / 244 / 438 / 81
Note the difference in the currency. The blue stamp is Spanish currency "centimos" while the other two surcharged stamps are in French currency "centimes"

They are all priced at the 25c minimum Scott catalog value. I'd say they belong in 10c approvals or cheaper.
