It's nice to see them. They are letter seals used to seal letters and add an official touch.
They were used widely in the late nineteenth century, often from embassies, government departments and institutions.
I see one here is from the Austro-Hungarian consulate in Cologne.
I use a similar seal from the Austro-Hungarian embassy in Chania in Crete as my account picture/avatar .
The large round red seal is a Turkish telegraph censorship seal from the early 1920s shortly before Turkey stopped using the Ottoman Turkish script which was similar to Arabic script.
