Sounds like a deal I could not refuse.... The seller will not accept returns. But, if I find that the item received is not as described, then I keep the item and the seller will give me a full refund.

I would just ask the seller for clarification.
Perhaps his intention is that he only offers refunds for items that are not as described. Not for other reasons, such as after I bought it, I found it elsewhere cheaper.
If I see contradictions in the service or terms of a seller... I will assume the worst case and make my decision to buy accordingly, especially if there are others of the same stamp and similar quality and price available.
The seller may also not be aware of the differences.... terms can be placed in multiple places on eBay; maybe something was changed one place and not another. So possibly reach out and let them know?
I was looking at a particular item (on E-Bay) and found two comments within the same item's description:
1) "No returns accepted."
2) "Your satisfaction is guaranteed, full refund if not as described."
Don't these two comments contradict each other? I don't know about you but I wouldn't touch this seller with a 10 ft. pole!
