The information from the website https://www.cosgb.org/minor.htm indicates that this was a commercial overprint:
Venezuela
These commercial overprints are probably from retail stores. The stamp on the left reads, "LA CUBANA" (The Cuban). The stamp on the right reads, "J. M. H. I. & Ca. / EL COJO." (The one who limps).
Thanks Terry...
Whether or not they were authorized by the Post Office these control marks were anti-theft controls for the Company noted!
I am wondering if anyone has any info about the validity of Venezuela (Scott #79) with a "LA CUBANA" overprint? The only mentions I found of this stamp is someone who suggested it was an overprint for companies or schools. There is one copy being offered on eBay for $67.99. It doesn't appear in Scott catalog.
