Looks very much like an error, with green missing. The rail engines appear to me to be identical, except for the missing color.

If the green colour is missing how come the other attached stamps are coloured green??
It has to be deliberate rather than an "error"?
Just blame it on DEI...LOL
I found a similar situation for another train series where one color is missing. These have to be intentional.

I put these in the same category as most issues coming out of those countries that print topical stamps that add pages and pages to stamp catalogs.
For the vertical pair on right, the catalog number is 964 (964a and b) but I cannot find the top stamp on left (see blue arrow) in my 2016 Scott. Scott does not provide images but checking colnect the images match the right se-tenant pair but I cannot find an image for the indicated stamp.
