Cilicia Scott #92.
Identifying Cilicia (and for that matter early Turkey) stamps can be a real challenge.

re: Cilicia Baffler: Semi-Postal or Newspaper?

It is Noted in my Scott 1995 issue: It is understood that the newspaper and semi-postal stamps overprinted "Cilicie" were used as ordinary postage stamps. Concur stamp is Scott #92.
