Flower issue from 2022 - African Daisy, perfectly placed on cover, and perfectly used cancel!
As I don't have Scott catalog number, I will use stampworld catalog.
It is number 6043, with nice catalog value of 3.03 US$ per sample in used condition.
If properly canceled, on cover, probably one $ more.
Cancel of APS Bellefonte, PA, was just perfectly placed on stamp, so, You will ask "What's problem"?
I just ask, and probably someone know to give answer:
What was need to "scrab it" with pen?
Probably postal worker is some kind of robot, without basic knowledge of job they do?

as I wrote on FB: no need.
either they didn't see the light cancel or, more likely, they were in an ornery mood and wanted to deface a seldom-seen stamp with a lovely SON cancel

Postal workers today are trained to absolutely obliterate stamps! A few months ago I asked a postal lady to hand cancel a letter going to the Postmark Collectors Club. Bam! Bam! Bam! Bam! She managed to hit every stamp with nothing being legible at all!
I use those roundy stamps on my outgoing eBay mail to foreign countries. I use discount postage for USA locations, right now it's a block of 15 cent commemoratives, and a pair of 3 cent 1950s commemoratives to make the 66 Cents. I was using colorful stamps abroad too, but found they attracted the wrong attention with orders going missing!
I have a cover that went to Dubai and was returned to sender. I kept it as postal usage.
