No, but if it is sealed in the official USPS shrinkwrap, would it count as an EFO?
What stamp was the sheet?

It was the Endangered Species sheet
That’s interesting. Wonder how that would happen. If you report it, would they make you return it for replacement? Might be worth holding onto if it is truly sealed in the packaging….
No sense in reporting it. The USPS can give you the run around until you get dizzy and crash
Dakota,
It's easy to return defective items to the USPS. They even provide a return form and postage paid label to use for returns.
I'm speculating here, but I think what happened to your pane is that the missing stamp probably came off in the packaging process. I believe this process is at least partially, if not fully, automated. As for nobody noticing the defect when fulfilling your order, I think the workers are more likely to be looking at the back of the items as that's where the item number and description are printed.
Any chance you could post a picture?
In my opinion, it is not an 'error' and I agree that it simply came off post-production and probably at the Cave. I also agree that it is easiest to return it and get what you ordered and paid for.
Don
I noticed that the shrink wrap was opened at one end so who knows what happened. I said to heck with it and will used the sheet for postage.
Has anyone else ordered stamp and received a sheet with a stamp missing in the middle of the sheet? I did recently. The sheet was shrink wrapped like they normally are. I would have thought that the employee who packed my order would have noticed.
