Often such strike outs mean that the stamp is a specimen, meaning it is sent out for promotion to newspapers etc. so that they can use it in their publication as illustration.

Yes, it is worth something to some collector. The challenge, perhaps, is to find out how much or who would want it.

Yes but I search it online and nothing pops up so I assume it's pretty rare to have this two stamps as I can't find no other like it .

I have these two 1970 Hsuen Chuang Chu Shi stamp with two lines running across the surcharge with nothing overprinting a new surcharge . I searched it up on google and can't find one like it . Does this mean it's rare or one of a few . Please help identifying this stamp .
