Just to protect yourself file a claim ASAP since eBay is supposed to be backing up all of these offers that are listed. If you can't get it from the seller, maybe eBay will actually do the refunding. No sense in you taking the hit either way.

Often happens when eBay Safety and Security has caught up to a scammer and they have disabled the account.

I'm not convinced this guy was a scammer since his prices were reasonable and he had good feedback. But you can't really tell from that!
Keep in mind that even good people sometimes get caught up in an eBay Safety and Security drag net; it is quite possible to set up another eBay user and get their account locked.
The root problem here is that eBay has no feasible way to prevent people from having multiple accounts. When you have dozens (some people have as many as 40-50) of accounts, you can easily invest a small amount of money to make multiple 'revenge' transactions from an eBay person.

I have a customer with a thousand lives! He buys a few covers and then I notice he’s NARU. Then he shows up with a new account. Again buys a few things, I go to leave feedback and he’s NARU again!
This repeated itself a few times. He’s not hiding anything, each ID uses variations of his name and always the same address. I thought it was over but he just bid on two items. Let’s see what happens this time!

I look into my saved sellers and sometimes into my purchase history and so many of the sellers are now not registered with Ebay. It is scary.
I do not think any of those sellers I bought stamps from did anything wrong to be removed by Ebay, so the only other option is they left.
This might be the first time this has happened to me, how about you? It involves a fairly cheap item, thankfully, only $3.50! It is a few days late and supposedly it has never been shipped. When I clicked on the seller it says he is "no longer a registered user". My gut tells me to wait a little longer in case it really was shipped, leave a negative comment (if it will let me) and then, since it is a cheap item, just move on with life! The person may have got sick or even, and I hope not, died! It was someone I didn't have a history with with other sales. Has anyone run into this before? I think I did a few years ago and the item did show up and I couldn't even leave feed back, but I'm really not sure.
