Can anyone tell me the reason for the overprint in 1981?
Were they for use by the Government ? Why for only 1981?

For Tuvalu in the SG catalogue, under the heading Official Stamps it says "For the use of the Philatelic Bureau".
All 19 of the 1979-81 Fish definitive set were overprinted Official.
There were 2 further issues of definitive sets overprinted, (most of the) Handcrafts (1983) in 1983-85
and the Birds (1988) in 1989.
Further on it mentions an official overprinted stamp used to met Tuvalu government requirements .

I have a few 1981 Tuvalu fish stamps overprinted with OFFICIAL.
Can anyone tell me the reason for the overprint in 1981?
