I read it and seems to be statement on confidence on values shown. That is, as stamps are bought and sold on Colnect, the more activity on a particular stamp the higher the confidence (accuracy) the value.
For example, with Scott Catalog you have no idea how they determined the Scott value. We know they are not using ebay data as a main source since I see "sold" prices for some items below Scott but then you have to adjust for Scott's "VF" condition wild card.
