It is commonly called a "black print" by some. It is a publicity photo of a new issue distributed to publishers of stamp newspapers and magazines to report on new issues.

Sorry, just came across this thread and then googled it. If it is about twice the size of a postage stamp, then it is a photo proof, not a publicity photo. Here is a link to an article explaining:Linn's Stamp News
