If you look in Scott's under Russia there is a note after B17. The note says they were not Charity stamps and did not pay postage in any form. They represent taxes paid on stamps exported from or imported into Russia. The note continues from there. I hope that helps a bit!

Probably the overprint is not shown in Scott, because the stamps were not OK for postage.
They seem to be used for some kind of trade.
