This is not a mint stamp, for two reasons:

1. No gum.

2. No varnish square.

My guess (I've seen it before on other stamps) this was a pair or larger piece, the other stamps were right and proper cancelled, this stamp did not receive a cancel. Later soaked off instrument, detached from the other stamps and now being offered as a mint stamp.
