General Philatelic/Identify This? : Prussian stamp

Back in the good old days i used to attend stamp shows in White Plains. There were always the dealers that did not know what they had,they just put piles of of stuff on their tables and at the end of the day they might have a red box or two that they did not want to bring home and i might buy them for $20 or $30 bucks. Now its the new century and i am still going through them. I found this stamp from the German States in a blank card...i guess it was too much trouble to identify. Checking the Scott catalog i am pretty sure its a Prussia #8 or #13 but would appreciate any assistance i am a worldwide (pretty much) collector not a Germany specialist. Image Not Found

I thought I was wrong once, but I was mistaken.

Prussia #8 has a solid background, while #13 has background of crossed lines. From your scan, it looks like there are crossed lines which would make it #13, but would need more magnification to make sure
