These two do not look to be postage stamps, so what would be they?

Hi,

These are both Russian revenues.

The top one is a 1 rouble 1887 court stamp for the Justice of the Peace's Court.

The bottom one is a 2 kopek 1898 theatre tax stamp.

Hi,

These are both Russian revenues.
