I don't recognise these and I believe they're both bogus.
I don't see any point in anyone creating a 2 kopek on 2 kopek surcharge (or 5k on 5k) and if it were instead 2 roubles on 2 kopeks I would expect to see a "2P" or "2p" surcharge.
The lowest values in the similar Don Territory and Kolchak surcharges were 25k and 35k respectively, reflecting the inflation of 1918/19.
I agree with Nigel!! But just to make sure I searched all the weird Russian BoB stuff and I could find nothing like this! And Nigel's right, the surcharge really makes no sense. It must be someone just fooling around or part of the surcharge was omitted for some reason.
Even the shape of the numbers doesn't seem to match with any overprint I can find. That "5" is especially odd looking!
Myself, I went through all Russia Civil War areas 1918-1923 in Michel and these stamps are not shown. Of course, nothing like those in Scott.
The best reference I have for the Russia civil war type stuff is my Minkus album. It seems to show almost everything including all the variations on the Ukraine trident overprints for each region. I have a few hundred of these that some day I have to sort through. Or one of you nice people could volunteer to do it for me!

Again, are they real or bogus overprints? If they are real, where they belong?
