United States/BOB & Other : Mint Revenue Stamps!

On Ebay tonight, searched U.S.A. Revenues newly listed the first 10 pages, for mint, face value $1 and more, here's what I found!

$1 - 6 listed

$2 - 2 listed

$5 - 7 listed

$10 - 1 listed

$20 - 4 listed

$50 - 1 listed

Thinking out loud to my self, if these stamps are really mint how did they get into the stamp market?

I would expect a $1 stamp from the first series, 1898 Series or the 1914 series would represent a fair amount of money, just think what the $50 stamp!

OK, wise SOR people here's your chance to guess how these so called mint stamps got to the market place.

All guesses welcome, even wild guesses!

This is just my informal research effort tonight.
